Department of Human Services Multi‑Service Center | Gresham
Developed as a public-private partnership between Rubicon Investments and the Oregon Department of Human Services, the new Multi-Service Center increases access to resources that allow all members of the community to flourish.
Co-location of Child Welfare and Self-Sufficiency programs, as well as regional staff training facilities, required a high level of coordination to provide security and workflow efficiency with a respectful human-centered approach. The key to planning this project was a commitment to engage in a comprehensive programming phase before embarking on the design process. TVA led visioning exercises, working with stakeholders and community members to guide development and validate the program.
Serving a population with diverse needs and sensitivities, the design team relied on Trauma Informed Design concepts to inform the spatial organization, helping to mitigate any perceived sense of crowding, overwhelming stimulation, or visual complexity. Integration of natural light, views to nature and natural patterns also help to reduce stress and provide healing benefits. Clear way-finding that extends from the street and parking lots to the main reception area was achieved using exterior canopies, lighting, and enhanced landscape that lead visitors to the primary entrance featuring a two-story lobby with full-height glass walls.
